The Role
Head of Procurement is responsible for leading and managing our clients Procurement function.
- You will be responsible for reviewing current procurement policies and contracting guidelines and developing a comprehensive Procurement Manual of processes and systems that can be adapted to all the client’s country offices. You will be able to design approval limits and matrix for use across the organisation.
- You will be responsible for the strategic development of procurement to maximise value for money and ensure legislation compliance through the support and development of best practice across the organisation.
- You will provide procurement advice and support for the senior executive team, and supportively work with different parts of the business to build their understanding, confidence and capacity on procurement best practices and values.
- You will be responsible for the sourcing and management of strategic supply contracts on behalf of our client to maximise economies of scale and meet any distinct requirements.
What You’ll Do
- Review policies, programs, systems and other documents related to Procurement and develop a new Procurement and Contractual Procedures Manual for our client. This will require the following to be completed:
- a. Understand Our client Procurement requirements and business model
- b. Revamp Procurement process, templates, documents and approval matrix
- c. Design system to implement and automate procurement process
- d. Plan and implement capacity development of the Procurement, Finance and Operations teams related to the new policy
- Develop procurement team in various countries and coach and mentor them to ensure they are technically proficient to drive procurement process.
- Responsible for the development, implementation and on-going management of the Procurement Strategy our client to influence legal compliance of procurement policy and supporting policies across the organisation and to generate value for money Our client
- Lead the development and implementation of procurement policies and system strategies to support tendering, contracts management, spend analytics and supplier performance management
- To lead the development country specific procurement guidelines and cultivate database of local supplier in each country where our client is operating.
- To drive continuous improvement, best value and quality improvements within the team and departments in challenging existing practices and actively seek ways to achieve better outcomes, contributing to ensure key performance and financial targets are met and corrective action taken where necessary
- To leverage resources across all boundaries to support business goals, bringing all expertise necessary to address the organisation’s challenges to safeguard against contractual and commercial risk
- To report to the Senior Executive team and respective committees as required to provide up to date status reports on procurement to include development, demonstrate value for money and compliance to regulatory procurement requirements, including Anti-Bribery and Corruption and Fraud
- To ensure all aspects of regulatory compliance are adhered to in regard to the respective Procurement Policies and external requirements and implement strategies that safeguard our client’s contractual and commercial risk
- To develop excellent and effective collaborative relationships with key stakeholders and external providers and other agencies to ensure strategic and operational needs are fully understood and incorporated
- To identify and address procurement training needs for individual and organisational development, and ensure staff receive appropriate support, training and development
- To line manage the Procurement & Contracts Specialist
- Establish and manage future demand and capacity planning including the development to supplier risk management
- Promote importance of procurement across the organisation and best practice through continuous improvement
- Act as the principle conduit for formal communications with external companies during the procurement process
- Facilitate development of relationship with existing and potential suppliers
- To work within the relevant legislation, policies and procedures
Experience/Knowledge
- Detailed knowledge of procurement process, suppliers and contract management
- 8-10+ years of experience in procurement process and system design. Understanding of procurement of media services will be an added advantage.
- Expertise in managing supplier base and teams spread over more than 5+ countries in Africa and Europe and India
- Experience in development of procurement manuals and review of processes
- Experience of implementing procurement IT systems and processes in a global organisation
- High level of programme management skills
- Experience working at a strategic level with a strong track record of success in delivering financial savings
- Previous experience of conducting business process re-engineering
- Experience of implementing/working under category management-based approaches
- Experience of tendering and managing high value contracts, including contracts which exceed £1m
- Experience of implementing best practice contract and supplier management
Skills / Personal Requirements
- Excellent communication and influencing skills including negotiating and contracting
- Experience of developing and managing procurement staff, ideally internationally
- Ability to train and capacity build procurement team
- Good level networking and liaison skills and the ability to meet deadlines and targets
- Strong judgement and ability to accurately articulate the pros and cons of a course of action, based on established facts
- Good team work skills actively involving colleagues across the business, building the benefits of collaborative working and building consensus among teams, ideally internationally
- Self-developer – acts as a role model, invests time in their own development and encourages others
